美國 DMV（監理機關）英文實用指南

Department of Motor Vehicles——通常簡稱DMV，有些州叫 MVD、RMV、DOR，或其他州特有的名稱——是美國多數人辦理駕照、身分證與車輛登記的機關。對新來的人來說，這裡常常給人一種「日常生活中文件最多」的感覺。表單細節繁瑣，排隊可能很長，而且你個人狀況的微小差異（剛從外州搬來、持有國際駕照、最近剛改住址）都可能改變你該排哪個櫃台。

更重要的是，DMV 規定各州差異極大。同樣一件事——辦駕照、轉移車輛登記、補發遺失的身分證——在相鄰兩州可能要求不同、文件不同、規費也不同。這篇指南聚焦於你可能會用到的英文以及值得開口問的問題。針對你自己的狀況，出發前請務必到你所在州的 DMV 網站查清楚。

你會遇到什麼

一次典型的 DMV 行程通常分三個階段：check-in（報到）、service window（服務窗口），以及（有時候會有的）a test or photo（測驗或拍照）。

報到時，你向工作人員或一台 kiosk（自助機台）說明今天要辦什麼。對方可能會給你一張號碼牌。你到候位區坐著，等號碼被叫到。

到服務窗口時，工作人員會檢視你的文件、問你問題、幫你拍照或請你簽名，然後處理你的業務。可能會請你到另一個窗口繳費或進行下一步。

如果需要 written test（筆試，又稱「knowledge test」），通常是在 DMV 辦公室內用電腦作答。Vision test（視力測驗）是快速的視力表檢查。Road test（路考，又稱「driving test」）在多數州是另外排時段的；你通常要帶一輛已登記、有保險的車與一位具備資格的隨車人員。

常見規費、政策與文件

DMV 規定各州差異很大——有時甚至差很多。以下說明只是常見的通則，並非你所在州的確切政策。出發前請務必到你所在州的 DMV 網站查詢可接受的文件清單、現行規費以及預約方式。

• REAL ID 比一般駕照需要更多文件。 在多數州，你會需要身分證明、Social Security 號碼證明或州核可的替代文件，以及兩份居住地址證明。部分州對非公民提供較多選項，部分州則更嚴格。
• 新住民。 多數州會給你一段時間，從成為居民起算，把外州或外國駕照換成本州駕照。要求各州不同；有些州接受你原本的駕照、不必再考試，有些則要求筆試與路考都要重考。
• International driving permits（國際駕照，IDP）。 視州的規定，IDP 加上母國駕照可能讓你以訪客身分短期駕駛。若已成為居民，多數州會要求換成本州核發的駕照。
• 筆試。 多為選擇題；許多州提供多語版本，並有線上免費複習資料。

• 住址變更。 許多州要求在搬家後一定期間內向 DMV 通報。
• 遺失或被偷的駕照。 多數州在身分驗證後可線上補發；部分州——尤其是第一次——要求親自到場辦理。
• 罰單與吊銷。 若駕照因未繳罰單被吊銷，通常要先把罰單處理完，再繳一筆 reinstatement fee（恢復效力規費）。具體步驟各州不同。
• 付款方式。 許多 DMV 接受信用卡、現金與支票，但部分有限制。出發前確認。
• 郵寄卡片。 在許多州，實體駕照或登記證是郵寄寄到府的；你當下會拿到一張臨時紙本。

Staff: "In this state, transfers usually skip the written test, but we still do a vision check. Let me get your paperwork started."

快速提醒

• 如果你所在州提供預約制，先預約。 不預約通常也收，但等候時間可能很長。
• 帶正本，不要影本。 多數州不接受身分或住址證明的影本。
